In Vila Virgulina, Colonel Cunning John, a demagogic mayor who makes good money selling drinking water to the poor people during the dry season, is reelected by fulfilling his main campaign promise: to build “the largest cistern ever seen in the history of the city”. The initiative is a success, providing free water to the population during the dry season. However, staying in power is not enough for the Colonel. He realizes that, with the cistern in operation, he has lost a good part of the profits obtained from selling water to the people of the village and decides to act! Confident that he is an authority above all suspicion, he orders Tião, his faithful foreman, to destroy the cistern so that he can once again make the profits he once did. To make his job easier, he appoints Fool John, the person he considers the most fool person in the city, as guardian of the reservoir. The foreman's mission seems easy, but what Tião and Colonel Cunning John don't imagine is that destroying the cistern will be much more difficult, having to face an honest and dedicated guardian like Fool John. The book is a plot full of action, funny scenes and characters, which makes us think about politics, ethical values and power relations.
